This community centre named after Joe Cassar is Malta's and Zurrieq's tribute to the civic commitment shown by the former mayor of the locality who passed away on the 10th of May, 2001. His children inaugurated the community centre. The Prime Minister, Justice and Local Government Minister, and Opposition Spokesman for the Local Councils Charles Mangion paid tribute to Joe Cassar during the inuguration ceremony held on Tuesday 19th March, 2002. They called him an exemplary man who should be a model for all councillors and mayors becuase he always put the welfare of the community ahead of any partisan interest. The Zurrieq Local Council is the first in Malta to acquire its administrative offices from funds raised from bank interests accumulated throughout the years.

The Administrative Offices holds the main front offices from where the community and the public in general finds experienced staff to deal with their needs and requirements. It holds the Customer Relations Unit, the General Administration and the Finance and Procurement Sections, together with the Mayor's, Councillors' and the Executive Secretary's Offices. A public information kiosk and an internet access point are available to the community.

The Xarolla Windmill, built by the Knights of the Military Order of St John in the seventh century, was devolved to the Local Council in May, 2000. This unique building in Malta, being the only functionable windmill on the islands, has seen a major investment by both the Central and Local Government in the past years. The Local Council is now making the windmill accessible to the public on Saturdays and Sundays and Public Holidays, where the curator will guide all guests through all rooms of the windmill, its history and the two storey high tower, where all the wooden mechanism of the windmill can be observed. Group tours during other days of the week can be organised by appointment.

Within the windmill several facilities are available, mainly concentrated on the cultural needs of the community. With this in mind the Council has set up the Cultural Centre on the first floor of the residential area of the windmill where art appreciation courses are being regularly organised by qualified artists in a recently set-up studios. Other courses in traditional crafts such as lace making are also held in the same building. In other parts of the buildings one can find art exhibitions and book fairs.

During the last twelve months more than 2000 people visited the Xarolla Windmill and its Cultural Centre.

This Centre has a dual function for the local community. It hosts facility rooms for the organization of educational and IT related courses. Several members of the community are trained in various skills, including specialized educational courses for the elderly.

The Zurrieq Regional Tribunal is also situated in this Centre, where environment, educational, transport and traffic contravention sittings are held. The Tribunal is presided by the Commissioner for Justice, Dr Deborah Farrugia. It also holds the Prosecutor's and Authorised Officer's Offices.

The Local Library was devolved to the Zurrieq Local Council in June, 2001. After a refurbishment project was carried out, it is now being open to the community for three days a week and another two for the primary and secondary school students.

Zurrieq Library BPhotocopy services for students is also available. The Library has thousands of books in various languages and accademic subjects.

Social Needs Community Centre

This building hosted the Local Council Administrative Offices from November, 1993 to March, 2002. It has been converted into the centre where all social, a drop in centre and educational project of the Local Council are being offered to the community. A Youth Empowerment Centre and a Youth Worker is also in attendance. The centre opens according to the needs and it can be reach on 21641676.
